The composition of Q2 2026 moves shifted noticeably. Of the 174 recorded, 128 were lateral moves and 46 were internal promotions – a pronounced skew toward external hiring that contrasts sharply with Q1 2026’s near-even split of 125 moves to 117 promotions. Q2 has historically leaned toward moves rather than promotions (Q2 2025 saw 182 moves against just 35 promotions), and this year’s pattern continues that trend, suggesting that promotion rounds are concentrated in other quarters while Q2 reflects organisations filling externally-facing vacancies.
The overall Q2 volume, while lower than recent periods, is consistent with a market operating under caution rather than contraction. The sectors that held up – financial services, biotech and healthcare, consultancy, and investment – continue to reflect structural demand rather than cyclical appetite. Several sectors saw sharp declines, notably technology, consumer goods, construction, and energy, pointing to the direct effect of economic and geopolitical headwinds on hiring decisions in more exposed parts of the economy.

The overall picture is of a market that is being more selective and deliberate, rather than one that has lost confidence in the value of senior in-house legal investment.
AI adoption within in-house legal teams continued to develop through Q2, with platforms such as Harvey, Legora, and Copilot now embedded across a growing number of teams. The conversation has shifted from whether to adopt these tools to how to govern and extract value from them – and increasingly, to how they affect team structure and headcount planning. Some organisations paused hiring while they assessed how automation would affect their legal team’s workload composition. That effect is likely to be gradual rather than immediate, but it is beginning to influence the timing and type of roles being approved.
Moves and promotions
The split between lateral moves (128) and internal promotions (46) in Q2 2026 is consistent with the historical pattern for this quarter. Q2 has consistently been the most move-heavy quarter in the dataset – Q2 2025 recorded 182 moves to 35 promotions, and Q2 2024 recorded 153 moves to 132 promotions. The concentration of promotion activity in Q1 and Q3, with Q2 weighted toward lateral moves, appears to reflect the timing of formal appraisal and succession cycles within organisations, which typically conclude in the first quarter before external searches accelerate through spring.
The volume of lateral moves in Q2 2026 – 128 – nearly matches Q1 2026 and is substantially lower than the 182 recorded in Q2 2025, which was an unusually active quarter for external hiring. The decline in promotions from Q1 2026’s 117 to Q2’s 46 is consistent with the seasonal pattern and does not in itself indicate a change in organisations’ appetite to advance internal talent.

Regulatory demand remains the primary driver: implementation of Consumer Duty obligations, evolving FCA enforcement activity, and the continued development of the UK’s digital assets framework are sustaining demand for senior legal counsel with specialist expertise. The sector’s relative resilience in Q2 – holding above 25 appointments when most sectors fell – reflects the structural nature of its legal hiring rather than cyclical appetite.
Technology
Technology recorded 20 moves and promotions in Q2 2026, down from 34 in Q1. The decline reflects a combination of factors: a natural pull-back after a strong opening quarter, tighter headcount approval processes as technology businesses responded to cost pressures, and in some cases a genuine reassessment of team structure as AI tools continue to automate aspects of legal workflow. Despite the drop, 20 remains above the Q4 2025 low of 16. Data regulation, AI governance, and commercial contracting remain consistent drivers of demand, and the sector is unlikely to remain at Q2 levels for the full year.
Biotechnology, Healthcare and Pharmaceuticals
Biotech, healthcare, and pharmaceuticals held flat at 17 moves and promotions in Q2 2026, matching Q1 exactly. This consistency is characteristic of the sector, which has rarely fallen below double digits across the dataset and has shown less sensitivity to the economic cycle than many other sectors. Regulatory complexity – including the new clinical trials framework that came into force in April 2026, ongoing MHRA reform of medical devices regulation, and continued NHS reform – provides a structural pipeline of legal work that sustains in-house hiring regardless of wider market conditions. The sector’s gradual recovery through 2026 is consistent with improving transaction volumes in fund finance, secondaries, and continuation vehicles, even as broader deal flow remains selective. Entertainment, media, sport, and gaming recorded 11 moves and promotions in Q2 2026, down from 16 in Q1 but in line with the sector’s longer-run quarterly average. Rights transactions, streaming regulation, gaming compliance, and sports governance continue to generate consistent legal demand. The Q2 dip appears to reflect the broader market environment rather than sector-specific factors.
Energy, Sustainability and Utilities
Energy, sustainability, and utilities recorded 10 moves and promotions in Q2 2026, returning toward its Q2 2025 level of nine after the stronger Q1 (17). The sector’s activity profile remains episodic, shaped by project and transaction timelines rather than sustained expansion. The Q2 decline is more likely a function of the broader hiring environment than a change in the sector’s structural appetite for senior legal talent.
Manufacturing and Services
Manufacturing and services returned seven moves and promotions in Q2 2026, recovering from the single appointment recorded in Q1 – which the Q1 report flagged as warranting monitoring. The Q2 figure represents a return toward a more expected level and suggests Q1 was an anomaly rather than the start of a structural decline.
Fintech
Fintech recorded six moves and promotions in Q2 2026, down from 13 in Q1. After showing signs of recovery in Q1, the sector experienced some of the same headcount caution seen more broadly in Q2.
